TROY, NY – The Troy Community Land Bank (TCLB) continues its mission to revitalize vacant and distressed properties throughout the city. On Tuesday, March 18, TCLB celebrated the removal of Red X placards from four stabilized properties—3229 and 3230 6th Ave, as well as 3209 and 3211 7th Ave—marking a major step forward in their stabilization and future redevelopment.

City officials, community leaders, and members of the media joined TCLB for a brief gathering and photo opportunity at 3209 and 3211 7th Ave. The event highlighted the organization’s ongoing efforts to bring vacant properties back to productive use and showcased the tangible impact of their stabilization initiatives.

The Red X designation, placed on buildings deemed structurally unsafe for entry by safety personnel, is being removed following significant rehabilitation efforts by TCLB. By stabilizing these properties, TCLB is creating a foundation for future development, paving the way for safe, quality housing opportunities in Troy.
Recent rehabilitation work includes:

  • 3229 & 3230 6th Ave – New rear decks installed, enhancing safe egress.
  • 3209 & 3211 7th Ave – Replacement of subfloor and joists, reinforcing the buildings’ interiors and preparing them for further renovations.

“These properties were once symbols of neglect, but today, they represent opportunity,” said Brad Lewis, Executive Director of TCLB. “We are taking these buildings from blight to benefit—stabilizing them so further development can transform them into quality housing for the community.”

This milestone marks the completion of TCLB’s fall and winter work, setting the stage for larger-scale development efforts in the coming months. The organization is eager to build on this progress and looks forward to a successful 2025.

This work was made possible through Land Bank Initiative Phase 2 funding from New York State Homes and Community Renewal (HCR). The investment supports TCLB’s efforts to stabilize and prepare vacant properties for redevelopment, ensuring they can once again become safe and productive housing for Troy residents.
